【摘要】:1.1PurposeThepurposeofthisguideistodefinegoodcommercialandcustomarypracticeintheUnitedStatesofAmericaforconductingabaselinesurveyforreadilyobservablemoldandconditionsconducivetomoldinacommercialbuildingrelatedtoacommercialrealestatetransactionbyconducting:awalk-throughsurvey,documentreviews,andinterviewsasoutlinedwithinthisguide.Thisguideisintendedtoidentifyobservablemoldandphysicaldeficienciesconducivetomoldasaresultofmoistureandwaterinfiltrationthroughthecommercialbuildingsenvelopeorsubstructure,orgeneratedwithinthebuildingasaresultofprocessesormechanicalsystems,excludingdeminimisobservablemoldandphysicaldeficienciesconducivetomold.Thisguideistoallowausertoassessthepotentialneedforfurtherassessmentorotheractionsthatmaybeappropriatethatarebeyondthescopeofthisguide.Forpurposesofthisguide,theacronym"BSP"or"BaselineSurveyProcess"isusedinterchangeablywiththisguidesfulltitle.1.2PurposeLimitationsWhileaBSPmaybeusedtosurveyforreadilyidentifiablemoldandphysicaldeficienciesconducivetomold,theBSPisnotdesignedtoserveascomprehensivesurveyforthepresenceofobservablemoldandphysicaldeficienciesconducivetomoldinallormostareasinacommercialbuilding.Itisnotintendedtoreducetheriskofthepresenceofobservablemoldandphysicaldeficienciesconducivetomoldnorisittoeliminatetheriskthatobservablemoldandphysicaldeficienciesconducivetomoldmayposetothebuildingoritsoccupants.1.3ConsiderationsBeyondThisScopeTheuseofthisguideisstrictlylimitedtothescopesetforthinthissection.Sectionofthisguideidentifies,forinformationalpurposes,certainphysicalconditions(notanall-inclusivelist)thatmayexistatapropertyandcertainactivitiesorprocedures(notanall-inclusivelist)thatarebeyondthescopeofthisguidebutmaywarrantconsiderationbypartiestoacommercialrealestatetransaction.Theneedtoinvestigateanysuchconditionsintheconsultantsscopeofservicesshouldbeevaluatedbasedupon,amongotherfactors,thenatureofthepropertyandthereasonforconductingtheBSP.Thescopeofsuchfurtherinvestigationortestingservicesshouldbeagreeduponbetweentheuserandtheconsultantasadditionalservices,whicharebeyondthescopeofthisguide,priortoinitiationoftheBSPprocess.Theresponsibilitytoinitiateworkbeyondthescopeofthisguidelieswiththeuser.1.3.1Samplingformoldgrowthisanon-scopeconsiderationunderthisguide.AsnotedbyEPA402-K-01-001,samplingcannotbeusedtoassesswhetheracommercialbuildingcomplieswithfederalstandards,sincenoEPAorotherfederalstandardsorThresholdLimitValues(TLVs)havebeenestablishedformoldspores.And,samplingwouldonlyproduceresultsreflectingaspecificmomentintimeinthebestcaseandcouldproduceinaccurateormisleadingresultsintheworstcase.1.4OrganizationoftheGuideThisguidehas13sectionsandthreeappendices.SectiondefinestheScope.SectionisReferencedDocuments.SectionisTerminology.SectiondefinestheSignificanceandUseofthisguide.SectiondescribesUserResponsibilities.Sectionsthroughprovideguidelinesforthemainbodyofthereport,includingthescopeoftheWalk-throughSurveyandpreparationofthereport.SectionandidentifyingOutofScopeConsiderations.SectionlistskeywordsforInternetreference.providestheuserwithadditionalBSPscopeconsiderations,wherebyausermayincreasethisguidesbaselinescopeofduediligencetobeexercisedbytheconsultant,providestheuserwithasuggestedInterviewChecklist,andprovidestheuserwithasuggestedFieldChecklist.
